Approval of the Treasurer’s Financial Report for the last ½ of December to date and pay all bills: Stratton, Meyer including Wisconsin Town’s District meeting registrations for Chairman Whalley, Supervisor Stratton & Cheryl; plus one additional check for $21.00 for H. Griffith.

Woodville Cemetery: someone is needed to take on as Sexton.  How about S. Bray if he is interested.  There is a computer program to map out plots, stones, etc.  Supervisor Stratton, motion to speak to S. Bray to act as sexton if interested.  Second by Supervisor Meyer.

Deerfield History:  pictures of the town hall renovation, newspaper clippings, etc.

Spring District Meeting/BOR training:  3 will attend to get BOR training.

Chairman’s report:  Discussed taxes with a couple who sent letters to all board members regarding tax increase.

Road Report notes:  more sand needed.  Better/more plowing needed.

A better, tall ladder is needed. 10 ft. fiberglass stepladder.

Fire Department – Informational: Hancock - All good.  Call volume is up a little bit.  All is ready for generator now just waiting for the generator itself to arrive.  New air packs arrived.

   Wautoma – need approval of everyone to get a new tanker.  Looking to increase each municipality by 10%, 12% or 15% in annual contributions for vehicle replacement fund.

Late mowing:  Handle same as in the past (Batwing).  Overhanging branches – does the county have something to take care of overhanging branches?  Use on Brown Deer, 7th around the end of the lake.

Approval of the treasurer’s financial report and pay all bills: Add one check #1391 WI Towns Assoc. $210.00 (registration for workshop) Stratton, Meyer

Contract for Assessment Services:  Stratton, Meyer to accept contract for Associated Appraisal Consultants for 3 years.

Leo T. – Sq. footage problem – dwelling:  Proposed plan is a cabin with loft. 14 X 36 504+252=756.  Include a walkout basement – possibly.  Acting as his own general contractor.  Possible sauna cabin (10 x 18) in the far future.  Chairman Whalley indicated the dwelling has the square footage needed – probably won’t need the Agreement.  Chairman Whalley will call zoning with the board decision to ok.

Community Center Report:  Putting in a different floor in the kitchen.  Chip-Sealed the parking lot.

Chairman’s Report:  Brian Friemark got the TRIP bid sheets to Tom.  Needs to be published for 2 weeks. Hwy. dept. is busy.  Check for an extension due to running out of time.

Road report notes:  Stop sign on 13th & Beechnut from the west – can’t see stop sign. Needs to be trimmed back.

Fire Department Updates:  Monday night meeting.   Wautoma currently conducting meat raffle.  Gun raffle later.  Hancock/Coloma training at Heartland Farms, Thedacare, Midstate. Great training!  2 new ice rescue suits.  UTV upgraded with new lighting.

ARPA Funds discussion:  Plenty of time to use funds – 2025/26

Cemeteries:  County could take out Aspen trees with their chipper.  Fish Lake: mark trees to be taken out.  Level uneven ground.

April board meeting April 18, 2023. BOR training meeting  April 22,2023 (Saturday) in Stevens Point – Cheryl will attend.

Chairman’s report: Driveway permit on 11th.(across from park entrance)

Clerk’s report:  Elections

Treasurer’s report:  Routing numbers with new bank changeover

Road report:  possible road projects.  Mill pond culvert (old cement one).

Zoning:  Section 12.  Lots of stuff stored on the property that is prohibited.

Meeting called to order at 6:15 p.m.

Jamie Delikowski, Superintendent, Tri-County, and Mark Bacon speaking to board (Supervisor Meyer absent) on upcoming referendum.  1992 state referendum installed, set revenue limits.  Tri County is 410th out of 420 schools.  2015 brought a budget deficit.  During Covid the school received ESSER funds which are now spent.  Operational income matches operational outcome. The school is looking at a $1.45 million referendum.  It is something that should have happened many years ago.  If referendum doesn’t pass, short term borrowing must happen.

Front Lights:  They are on a timer now, make dusk to dawn instead (LED).

Fire Dept. Report:  Annual meeting.  Make a check out to Hancock Fire Department for $75 for meal at annual meeting and Wautoma Fire District for $100 for annual meeting meal to be paid at March meeting.  Tom & Roger

Cemetery – Discussion. Chairman Whalley spoke with Carol Nawrocki, Wisconsin Town’s Association, re:  a family buying 2 plots and nobody is anywhere around.  1st – try to contact family, 2nd post in paper.  How to level out the ground where the school was?  Check with David Bacon on a 6ft. tiller.

ARPA Funds:  $60,184.50 left to spend.  Flooring and carpeting.  New sink/faucet. Possible road work.

Clerk report: Election on the 21st.

Treasurer report:  Taxes done.  Bank changeover Feb. 13th to Bank First.  Interest in Local Govt. Pool has increased. 

Road Report:  Lots of sand left on the roads.  Dean Ebert trimmed all his trees so the Town won’t have to  spray or trim.

Cattle pass project:  Chairman Whalley would like a motion to go ahead and possibly have Delmore Consulting look at the 2 cattle passes if reimbursement is possible.  Supervisor Stratton - motion, Chairman Whalley - second motion.

Fire Dept. Report:  Chairman Whalley & Supervisor Stratton attended both Christmas parties. Coloma has 8 fire fighters in training.  Hancock is hosting training.  Those in training will go to Rapids only 3 times.  Also 2 firefighters in EMR training in Wautoma.

Boat Patrol Report:  Finished and sent in.  $9885 plus a little bit not reimbursable.  Will get approx. 75% back.  About 23 warnings, 9 citations.

Chairman Report:  Meet w/ George Nigh re: Lonny’s trees, cemetery

Treasurer’s Report:  Tax season went well.

Treasurer:  Rina absent from meeting but left a report.

Approval of Treasurer’s Financial Report and pay all bills: Addition of 1 check to Handle Stillman #1456 $837.68. Meyer, Stratton

Lonnie Lawrence – needs 2 trees taken down.  They are dead and will most likely fall into the road.  Road right of way is 33 ft. from center of road.  The board will figure out who will take them down after they take a look at it.

Fish Lake District report:  Fish stocking complete on Sept. 26.  Boat launch signage. Zebra muscles have been found (invasive species).

Clerk’s report: Stratton, Meyer raise pay amount for election officials.  Meyer, Stratton approve list of election officials for the 2024-2025 period.

Treasurer’s report:  Tax bills are out.  Phone hasn’t stopped ringing due to large school tax increase.

Road report notes:  Tom talked to George.  Brian is still plowing Co. C.  General TRIP mtg. held here (5 townships eligible).  Cemetery digging & leveling – hedgerow also?  Started brushing.

Wreaths at Fish Lake & North Deerfield & church & Woodville.  Take flag from North Deerfield – that flag takes a beating from wind – won’t put up a new one until spring.

Fire Dept. news:  Hancock hosting an entry-level course put on by Mid-State.  3 students from Hancock, 4 from Coloma. 16 total.

Deerfield hosts Christmas party next year.

Approval of the Treasurer’s Financial report and pay all bills:  Question regarding the library note/letter and all is OK.  Additional check for Per Mar security services, check #1442 for $291.18 for annual monitoring.  Stratton, Meyer.

Water Patrol: 10 citations and 23 warnings. Total of 167 hours in 2023. Report has been prepared and sent in.

State convention report:  Chairman Whalley & Supervisor Stratton attended the Right of Way & Solar meeting presentations. Supervisor Meyer attended the Highway Funding meeting presentation.

Chairman’s report:  Chairman Whalley will travel with Sheriff Zuehlke to check out a few “No Parking” signs. There is still poor visibility at the intersection of 9th Ave & County B and County C even after the hill being cut down.  Possibly put a sign on 9th to C stating “Poor visibility”, “Caution”, etc.

Fish Lake District Report:  Held meeting, excited to get signs in at the East Landing.  Will stay with same number of fish even though there is a price increase.

Alarm System Problem:  All board members were contacted.  Per Mar representative will be here Wednesday morning (3-13).  Disconnect the shed.  The shed is the usual problem with false alarms.

Bridge/Culvert project:  Several options – we can do it ourselves, the county can do it, or Delmar can do it for a fee.  Motion by Supervisor Meyer, second by Supervisor Stratton to have the county do the bridge/culvert inspections (only 2 in the township).

April Meeting on the 16th at 6:00 (annual meeting and regular meeting).

Board decision to change all meeting times to 6:00 p.m. until further notice.

Clerk report:  Lisa Eisch email – Michelle Bacon to stay on library board as township representative.  Upcoming training for election officials & safety training.

Treasurer’s remarks:  new land records software.  Rina will do some homework to further investigate.  $500 increase.

Road Report Notes:  Brushing costs not on current invoice.  Spray again this year – a good way to keep up with invasive species.

Fire Dept:  Wautoma-Tanker ordered.  Hancock – Thursday (3/14) last test day (training) Droan classes/testing coming up to get Hancock’s drone back up and running.

Lake District Info: Fish Lake meeting at 8:00 a.m., Marl Lake meets at 9:00, Mill Pond meets at 10:30.

Fire District Report:  Wautoma arial truck needs work.  Where to have the work done?  Bring to the fire board attention at the meeting.  Hancock OK’d the generator – about half of the money will come from the “Holmes” donation.

Cemeteries:  Flag down on North Deerfield – torn. Trees removed by the County and chipped the brush.  Sign is up again at Fish Lake – the post was broken and the sign was thrown over the fence.

Hall:  Stain the Ramp – gray?

Road Report:  No wedging.  Quite a bit of broadband (rubber stuff).  Chip sealing.  Road ride Tuesday the 16th @ 3:00 p.m.  Bid received for Brown Deer - $31,000, trip money $24,000.

Board Business: 

Major roadwork for summer & mowing /brushing:  Quote from Scott Const. All except #4.  Meyer, Stratton. Broad Band – see list – Tom will take to Brian at the Hwy, Dept.  County to do mowing.

Lake District Reports – Marl Lake – good attendance, good water quality.  Mill Pond – full house.  Fish Lake-stock same number of perch & walleye,

Fire Dept. update – gearing up for Labor Day. Wautoma – give $2,500 of ARPA money to fire dept.?  Wait to see what other municipalities do.

Town Advocacy Council:  Discuss next month.

Treasurer remarks:  Staples commercial program is discontinued.

Road Report Notes:  Bryan (county highway commissioner) called Supervisor Whalley regarding Broad Banding.  Overpasses – work/quote needs to be published twice.  Will talk also about mowing. Fish Lake Cemetery – level out and find old school foundation.

Board Business:

Town Advocacy Council – Action – Supervisor Meyer made a motion wait until January 1st to join.  Membership runs by calendar year.  Second, Supervisor Stratton

Security Services: discussion, action.  Chairman Whalley received a call from PerMar Security on July 4th. regarding smoke in the building.  No smoke.  Chairman Whalley met with a representative from the company and found out the shed was not set up with a security alarm – it is now set up.

Wautoma Area Fire Dept.: Wisconsin Service Award Program – Supervisor Meyer explained the program is for firemen who have been with the program for a period of time and are eligible to receive a monetary payment for their service.  A voice vote was taken on board support of this program: Supervisor Stratton – yes; Supervisor Meyer – yes; Chairman Whalley – Yes.  All in favor of supporting the Service Award Program (resolution 2023-03). Fun fact: WAFD- May, 97 calls. 

Chairman report:  Scott Const. coming first part of August.  Spoke with Hwy. Commissioner, Brian Freimark- they are behind but will publish TRIP info for 2 weeks shortly.

Treasurer’s Report:  Uniontel email -  non-use will be terminated.  Associated Appraisal contract renewal.

Road Report: Broadbanding – final bill not received yet.

Meeting called to order at 7:00 p.m.  The board will take a look at the Smart Growth information throughout the year to see if any updates are needed.  Such as small signs on road right-of-way – ordinance, fee, etc. Another item is mini sheds, container storage.

Library Report:  Michelle Bacon was present to inform the board of new happenings with the library.  The library has decided to add on a meeting room and is currently accepting bids to construct this addition. Federal fund application was filled out.

Election Report:  Cheryl reported on the April 4th election.  Board members were sworn in before the meeting started. 

Lake District Report: Fish Lake board met – milfoil will be treated.  Fish survey to be completed.  Restocking 1200 walleye and 1500 perch.

Schedule Road Ride:  May 2nd (Tuesday)

Board of Review: Dates & Times. Open Book, Thursday, May 18th 10:00 am – 12:00 pm (by phone only).  BOR, Tuesday, June 6th, 6:30 p.m.-8:30 p.m.

Chairman’s Report: 

Clerk’s Report: Cheryl will attend BOR training on Saturday, April 22.

Treasurer’s Report: nothing

Road Report Notes:  Brown Deer – grind up gravel and grade accordingly.

Zoning:  Permits & Timber reports

Wautoma Fire District report:  Wisconsin Service Award Program – sort of a retirement program for fire personnel.  Currently approx.. 35 members – where will the money to invest come from.  Stipulations will apply for an individual to be eligible to receive this money.
